Within the framework of the Russian Investment Forum, M.S. Oreshkin, the Minister of Economic Development of the Russian Federation, met with the heads of the constituent entities of the Russian Federation - the members of the Association of Innovative Regions of Russia on the improvement of development tools for the territories in terms of establishing unified principles for decision-making on the creation of tools for development, financing, management and assessment of their effectiveness and other measures.
Based on the results of the above meeting, a working group was set up to draft a federal law. The working group comprised the representatives of the following regions: Republics of Tatarstan and Mordovia, Altai, Krasnoiarsk and Perm Krai, as well as Irkutsk, Kaluga, Lipetsk, Novosibirsk, Samara, Tomsk, Tyumensk and Ulianovsk regions.
"The AIRR regions have long been a platform for the formation of the new economy of the country; therefore, involvement of the Association is a regular practice and allows to quickly get feedback, promptly discuss the actual operation of certain laws, identify vulnerabilities. Thus, the strategic session with the Ministry of Economic Development and the AIRR will make it possible to form a "live" bill as soon as possible, which is aimed at improving the climate of business and development of the territories as a whole,” said Ivan Fedotov, the AIRR Director.
The first meeting of the working group was held in the format of a strategic session at the Russian Academy of National Economy and Public Administration under the President of the Russian Federation on March 2, 2018, where the main approaches to the development and further improvement of development tools were discussed, and the views of the working group members were considered.
