At the Russian venture forum AIRR experts discussed the topic of state’s role as the major source of venture and start-up financing

April, 19 in Kazan within the Russian venture forum was held a session “State politics in the sphere of innovation and high technology in the regions of Russia”, the moderator of which was Pavel Rudnik, project manager of AIRR (cluster programs).

On the basis of the rating of innovative regions of Russia 2017, AIRR experts discussed the topic of state’s role as the major source of venture and start-up financing (RVC and other development institutions).

Participants of the session discussed relevant indicators on investment attraction from the Federal budget and federal development institutions on the basis of National report “High tech business in Russia”.

According to Rosa Semenova, AIRR project manager, vector of innovation politics in the regions for 2018 is still directed by the framework of state innovation politics, formulated at the federal level. Thus, the transmission is made for the regional level of work of the Ministry of economic development of Russia of projected complex of measures on increasing of investment in start-ups as well as to technological projects in the companies that already operate.

“With regards to declining levels of financing of the given sphere from the Federal budget, questions of formulating of institutional environment in regions, question of services quality for innovation business and its digitization tend to dominate”, – highlighted Rosa Semenova.

According to Alexander Osadchenko, director of the department of innovation activity in Tomsk region, interregional competition will take place in the field of attraction of private investment, namely – creation of convenient conditions for business development – in this regard, transformation of the system of monitoring of state support of innovation and high tech is proposed, it is used in the rating “Innovative regions of Russia” and National report “High tech business in regions of Russia”.

“Application of methodology, similar to “Doing Business” of the World Bank would be more suitable for interregional comparison. In 2018 Tomsk region will be a pilot region in the formulating of a so-called “Roster of services”, -  added Alexander Osadchenko.
