Interview with Alexey Komissarov, Director of the Industry Development Fund

Russia is entirely satisfied by imported products. Industrial Development Fund signed an agreement with Association of Innovative Regions of Russia. 

More details about the project were shared with Rossiyskaya Gazeta by Alexey Komissarov, Director of the Industry Development Fund.

Alexey Gennadevich, why has the Fund chosen the Association for implementation of this project?

- The regions included in the AIRR have huge potential. Hi-tech companies that are developing and manufacturing competitive products, export-oriented or having import-substituting potential are concentrated in these regions. In other words, they comply with the profile of the Fund. We expect that cooperation with the Association will enable to create new productions in these regions thanks to concessional loans.

What regions have already been granted the loans?

- Among 62 projects financed by IDF 11 are being implemented in the regions-members of the Association. The total amount of loans is 3,7 billion rubles.

Such projects are implemented in Tatarstan, Bashkortostan, in the Perm Krai, Irkutsk, Kaluga, Novosibirsk and Samara regions.

What are these projects like?

- These are large, capital-intensive projects. The total cost of projects in the AIRR regions is nearly 26,5 billion rubles. And it is more than 30 percent of the IDF project cost that makes 84,1 billion rubles. These projects are planned to bring 6,7 billion rubles as taxes into the budgets of all levels.

So, for example, Kama Kristall Technology in Naberezhnye Chelny will produce extra-pure grade aluminum oxide, which is used for production of synthetic sapphire. Moreover today pure not less than 99,996 percent aluminum oxide isn't manufactured in Russia. The loan sum for this project was 101,8 million rubles.

The loan from the Fund was granted to Niarmedik Plus (Obninsk) that plans to win its lion share of the domestic market in molecular-genetic identification of personality and parentage, having reduced the dependence of state expert laboratories on foreign suppliers from 98 down to 20-30 percent. The sum of this loan made 202 million rubles.

A noteworthy production technology of Hip Implant with a high degree of biocompatibility, minimum wear and increased time of operation (up to 20 years) is being developed by NEVZ-KERAMIKS, the company from Novosibirsk , loaned 150 million rubles.
