As part of the business program of the INNOPROM-2024 international industrial exhibition, AIRR Director Alexander Smekalin spoke at the panel session "Investing in Human Capital. New Solutions to Staffing Problems" with a report on the current state of the labor productivity program in the regions of Russia and the challenges it faces.

According to a study by the Association of Innovative Regions of Russia, the staffing need in the software technology sector has increased by 25% over the year. In the current state of the industry, it is necessary to bring the level of labor productivity to indicators exceeding European ones.
The AIRR continues to work with federal partners on improving the labor productivity program. One of the key goals is to lower the entry threshold for small businesses.
There is also a shortage of personnel in the scientific field. The current practice of providing housing for young scientists positively impacts the situation for specialists in the country. However, it is necessary to both increase the pace of issuing housing certificates (currently, up to 60 young scientists receive them annually) and to increase the square footage of apartments to encourage young scientists to start families. The Director of AIRR previously raised this issue at a meeting of the Federation Council Committee on Science, Education, and Culture.
Regions are coping with the personnel shortage differently. Some entities are implementing a policy of relocating qualified specialists, which yields certain results, but without a systematic approach to increasing labor productivity and modernizing production, this practice will be ineffective.
Three main factors in overcoming the personnel shortage problem: social support, attracting personnel through horizontal migration, and increasing labor productivity.
